As previously mentioned, ideology is defined as a manner or the content of thinking characteristic of an individual, group, or culture (Ideology, n.d). Numerous observers have noted an increase in ideological polarization within Congress during the last thirty years. The rhetoric on both sides has in, many cases, become so completely mutually contradictory as to call into question whether they are talking about the same reality. Ideological conflicts must be seen as a central element in the broader political environment in which specialized policy subsystems operate (Power, ideology, and public policy, n.d.)  Consider the following observation – Conclusions about the positive or negative effects of programs/policies are publicized in the media, and programs/policies are evaluated by various governmental and non-governmental institutions.  These conclusions are usually interpreted differently by those with different ideological perspectives, and thus become ammunition in the ideological struggle (Power, ideology, and public policy, n.d.).  Do you agree with this observation?  In what way can it be used as ammunition? How do you see this impacting the development and passage of policies? List and discuss strategies (other than communication) that might help both sides come together even with different ideologies?
