Prescription drug prices significantly strain U.S. residents and the healthcare system. Many Americans are noncompliant with medically recommended medication regimens due to the cost of prescription drugs. President Trump and Biden identified drug reform as an area in desperate need of improvement; however, their approach to implementing change differs. Biden supports requiring the federal government to discuss and settle on manageable drug prices for Medicare, while Trump supports making manufacturing rebates available to consumers through Medicare part D plans (Miller, 2020). Trump signed four executive orders with the intent to decrease prescription drug prices. The four orders include: requiring discounts on insulin and epinephrine, allowing importation of drugs from other countries that offer a lower price, prohibiting secret price deals between drug manufacturers, and making sure the U.S. pays the lowest price available for Medicare part B drugs (White House, 2020). Biden suggested a review board from the Health and Human Services evaluate the value of new specialty drugs and determine a price based on the value of the same drug in other countries (Miller, 2020). With many Americans having comorbidities, prescription drug costs can quickly increase. In addition to the reform strategies implemented by Biden and Trump, I would like to implement a maximum limit on prescription drug costs based on a percentage of individual monthly income. Individual percentages for monthly out-of-pocket medication costs would be determined by annual income and classification, such as low, middle, and high class. Insurance companies would be required to pay all medication expenses after the individual’s maximum monthly out-of-pocket percentage has been met, rather than the individual paying a percentage of the cost of each drug. I would also like to implement required lifestyle changes for patients with comorbidities due to poor lifestyle choices, such as required dietary consultations and follow-ups, exercise programs, and smoking cessation programs to qualify for additional prescription discounts.
