“Prison State” https://www.youtube.com/watch?v=9PNAuBQRuOsor via https://www.pbs.org/wgbh/frontline/film/prison-state/ This course requires you to compose two (2) separate reviews on the video documentaries listed below. These reviews are primarily opinion-based, meaning you are not required to research, develop and list references unless desired. Make sure to utilize the required headings that are listed below in the actual body of your paper. (Summary, Main Points, Implication, Evaluation, Conclusion – list each prior to the applicable paragraphs). Your paper should be a minimum of 750 words for full credit consideration. Instructions for composing each paper: Access each video via the provided web link Watch the video and take notes in relation to the below mandatory content headings you will be responding to in your paper Utilize the following five headings in the actual body of your paper when writing your review: (type out “Summary” and then respond to that aspect, they type “Main Points” and then respond to that aspect, etc.) Summary: Provide a summary/overview of the video documentary (this section is usually one or two paragraphs that provides an overview of the information presented) Main Points: Discuss the main points and overall theme of the documentary (this section will be fairly lengthy – make sure to fully explain/discuss the main points of the video and use specifics from the film) Implication: Explain how the topic of the documentary relates to the field of corrections and what implication the content/results of the video may hold in relation to the overall profession (this may or may not be the largest part/section of your paper) Evaluation: Provide your personal viewpoint of the video and discuss your opinion on how well the topic was explained/addressed. This is where you can also comment on whether the video was a clear, thorough and useful explanation of the topic (this will also be a fairly lengthy section) Conclusion: In this section, provide a summary of how this video documentary has either changed or reinforced your personal viewpoint on the particular topic (summarize in a one or two paragraph overview)……………………………………………………………………………………………………………………………………………………………………………………………………………………………………………………………….. SECOND QUESTION: Reintegration upon release from incarceration can be effectuated in many forms through a variety of methods to include probation, parole, post-release control (Ohio), halfway houses, or a combination of such. Halfway houses are residential reentry facilities that house individuals recently released from prison, usually for a term of one to six months. Individuals living in these group homes are required to adhere to a strict list of rules, are required to complete mandatory programming services, and often are required to obtain viable employment. Failure to meet any of these standards results in the individual being in violation of their parole or PRC (Oho) and returned to incarceration status. These facilities aid greatly in an inmate’s attempt to successfully reintegrate into society, yet states are often faced with the difficult task of identifying viable locations for this purpose. Facilities need to be located in metropolitan areas where offenders have easy travel access to programming and employment needs. Also, as these are reintegration facilities, locating them in rural areas is of little benefit/use. This generally results in the facilities being established in high density population areas, and even in residential neighborhoods. There is often concern on the part of residents when they learn a halfway house is being established, or is already located near their residence, as they fear they are at greater risk for victimization. Oversight of such facilities is spotty at best, as many are operated by third-party, non-profit contractors, with varying accountability and little data being gleaned on recidivism rates by involved states. Here are some articles that will provide some additional background on the subject: https://drc.ohio.gov/systems-and-services/1-parole/community-sanctions https://www.prisonlegalnews.org/news/2015/jan/10/when-halfway-houses-pose-full-time-problems/ https://www.prisonpolicy.org/blog/2020/09/03/halfway/ https://pulitzercenter.org/stories/who-holds-halfway-houses-accountable https://www.10tv.com/article/news/problems-halfway-houses-have-led-mischief-murder/530-5a85a798-85f0-43c4-b28a-f60e0e9ba15a (older article but relevant) https://www.10tv.com/article/news/investigations/10-investigates/ignored-policies-violent-crimes-raise-questions-about-ohios-ability-watch-ex-offenders/530-81537345-6ca4-4299-94de-d1d14db73713 (related article on when offenders are not properly monitored) For this discussion, I want you to imagine you live in a large metropolitan area and you come home one day to find a letter in the mail from the State of Ohio, notifying you that the state is seeking to establish a halfway house one block from your home. There is a public meeting being held next week whereby residents will have the opportunity to ask questions and/or express their concerns about this plan. If you were to attend the meeting, what concerns would you put forth? If you do not wish the halfway house to be located in your neighborhood, where should it be located, knowing that it needs to be placed in an area where offenders have access to programming needs? If you are amenable to having the facility located in your proverbial backyard, why so, and what would you say to your neighbors who are against the measure? More than anything, I’m putting forth this hypothetical to see if we can’t identify and address the problem of location for these facilities, as it is something that every state has struggled with for some years now. Remember, make sure to put forth at least 200 words.
