Is it better to be above or

Is it better to be above or below a benchmark when evaluating data on a run chart? I initially thought it’s best to be above the benchmark, but now I’m thinking the Y axis is indicating infections and the X axis is the timeline in years. Therefore is 2011-2013 more preferable when reading this chart? Does this also mean that in 2014 and 2015 this hospital had a higher rate of surgical site infections versus the benchmark or quality standard? Please help me understand what above or below the benchmark means when it comes to surgical site infections so I can read this chart with confidence.
