It is the height of the COVID-19 pandemic. Resources are low, wards and ICUs are full,
nurses and doctors are overworked and mentally drained, and the hospital’s budget is
stretched to the limit. To mitigate losses, management has announced that there will be
wage cuts for nurses from $33.00/hour to $30.00/hour. If management does not do this,
the hospital will be forced to shut down.
To help ease the anticipated staffing shortages in hospitals and nursing homes, the
government has passed an emergency law to allow foreign medical workers to practice
in Ontario. The law will waive existing regulations (i.e., no certifying exams needed), as
long as they are licensed in their respective countries of origin. Although they will be
paid $27.50/hour, they will be flown to Canada free of charge and will be provided with
temporary housing and free clothing for the coming months to compensate for their
lower pay. They will also be granted OHIP coverage immediately upon arrival in Canada
to ensure a smooth transition. The new law is to be enforced in three months as a
counteractive measure to replace the nurses who have left their positions due to fatigue
and COVID stress. Management is contemplating on hiring immigrant nurses. The
certified nurses are furious. They threaten to walk out if management pushes through
with their plan.

while the other half will represent the immigrant nurses who will be flown in for
