Social determinants that affected this program included access to care, financial ability to afford care, stigma and cultural barriers (WhyWeRise, 2022). Additionally, the necessity of such a program was demonstrated in The 23rd Annual Report on the Conditions of Children in Orange county, which stated “overall hospitalization rate for serious mental illness and substance abuse conditions among children increased by 33%, from a low of 16.7 per 10,000 children in 2008 to 22.3 per 10,000 children in 2015” (Orange County Children’s Partnership, n.d.). The targeted demographic of the program was youth ages 14-14 and the goal was “activating youth to advocate for well-being and access to quality mental health care as civil rights” (Collins et. al., 2020). The program was evaluated in 2019 by the RAND Corporation, and there were 4 research questions used to complete this evaluation. These questions were “Who was reached by the campaign? What impact did contact with the campaign have? What were the experiences of those who attended the WeRise event? How do those exposed to the WhyWeRise campaign (through the WeRise event or other means) compare with those who were not?” (Collins et. al., 2020). Research was done through both in person and online surveys, which found that 30% of the city’s target population had exposure to the program in 2019, a significant increase from the year before. Those who were exposed “were more likely to report helping link individuals with mental health challenges to professional help and community resources” and were “empowered to take care of their own well-being” (Collins et. al., 2020). Therefore, it was concluded that this program was effective at meeting its goals, and suggestions were presented on how to strengthen the program based on weaknesses noted in the evaluation.
